Description of problem:
A severity of container alert is done in the configuration on OCP
If the severity in OCP conflicting with the severity in CFME, the CFME severity is overridden with the set value in OCP 

please remove the severity file for External Prometheus alerts

Steps to Reproduce:
1. Navigate to Control --> Explorer
2. Select the "Alert" section --> "All Alerts" (select the root object)
3. On the upper toolbar select Configuration --> Add a new alert
