parser.c in libxml2 before 2.9.5 does not prevent infinite recursion in parameter entities.

This issue affects the versions of rubygem-nokogiri on CloudForms 5 as it uses the Red Hat Enterprise copy of libxml2 as shipped with Red Hat Enterprise Linux 7.
