Description of problem:
The init scipt for cpuspeed should allow user to set minimum and maximum
frequency.  Pentium 4 CPUs allow scaling down to 12%, which makes them a bit
unresponsive in GUI.  I wish to be able a minimum like 500MHz for scaling.

Additional info:
This can be done by adding something like the follwoing lines before starting
the daemon:

echo MIN_FREQ > /sys/class/system/cpu/cpu0/cpufreq/scaling_min_freq
echo MAX_FREQ > /sys/class/system/cpu/cpu0/cpufreq/scaling_max_freq

or taylored a bit to support multiple CPU systems, but IIRC cpufreq does not
support SMP yet, so this sould be enough.

Fedora Core 3 is now maintained by the Fedora Legacy project for security
updates only. If this problem is a security issue, please reopen and
reassign to the Fedora Legacy product. If it is not a security issue and
hasn't been resolved in the current FC5 updates or in the FC6 test
release, reopen and change the version to match.

Latest rawhide builds enable this functionality.
