due to the build time dependency of pycurl on the curl backend,
a failure to build pycurl with the correct system-dependent backend will cause the sdk a failure at import time

this missmatch causes regular issues ar virtualenv setup,
as different versions of fedora/rhel use different backends by default

so in turn this makes for fragile automation of testing using the api on different platforms

This bug has not been marked as blocker for oVirt 4.3.0.
Since we are releasing it tomorrow, January 29th, this bug has been re-targeted to 4.3.1.
