Description of problem:
The manual pages of `elixir`, `elixirc`, `iex` and `mix` are not packaged, even if they are provided by upstream [0].

Version-Release number of selected component (if applicable):
elixir-1.4.5-2.fc27.x86_64.rpm

Expected results:
The manual pages should be provided, as specified by the packaging guidelines [1].
