Looking deeper at logs from the case I see numerous:

Unable to find target [container_group], skipping policy evaluation
Unable to find target [container_replicator], skipping policy evaluation

Node events do work.
So this is most probably bug 1367114.
I'm going to cross-correlate log lines better before closing as duplicate.
