Description of problem:

lapack development packages do not distribute the pkgconfig files that are present in the repository:

https://github.com/Reference-LAPACK/lapack/blob/master/LAPACKE/lapacke.pc.in
https://github.com/Reference-LAPACK/lapack/blob/master/CBLAS/cblas.pc.in
https://github.com/Reference-LAPACK/lapack/blob/master/BLAS/blas.pc.in

This makes it quite awkward to build projects that depend on these libraries in a cross-platform-friendly way, as all their include files and libraries are installed in subdirectories of the system library/include paths.
