Description of problem:
Adding a new router in Networks > Network Routers succeeds, but a manual provider refresh had to be invoked for CloudForms to see the newly added router

Version-Release number of selected component (if applicable):
5.9.0.11

How reproducible:
Always

Steps to Reproduce:
1. Navigate to Networks > Network Routers
2. Select Configuration -> Add a new Router
3. Fill out the form and click Add

Actual results:
The router is added, but is not seen in CloudForms

Expected results:
The router is added and is seen by CloudForms without a manual refresh


Additional info:
Found when testing with OpenStack, but may also happen with other Cloud Providers.

Please assess the impact of this issue and update the severity accordingly.  Please refer to https://bugzilla.redhat.com/page.cgi?id=fields.html#bug_severity for a reminder on each severity's definition.

If it's something like a tracker bug where it doesn't matter, please set the severity to Low.
