How reproducible:
On this particular Azure Instance this occurs repeatedly.

Steps to Reproduce:
1. Run Smartstate on the Instance indicated in the logfile.
2.

Actual results:
Smartstate returns the error message shown in the summary.

Expected results:
Smartstate succeeds.

Additional info:
Adding a log file showing the issue.

This issue is based on a log attached to the BZ https://bugzilla.redhat.com/show_bug.cgi?id=1508154 which shows several issues which now each have their own BZs.

https://github.com/ManageIQ/manageiq-smartstate/pull/52 fixes this issue.  Needs backporting to Fine via the manageiq-gems-pending repo and to Gaprindashvili.

https://github.com/ManageIQ/manageiq/pull/16985 pushes out the updated manageiq-smartstate gem to the main manageiq repo.  Once this is merged we can move this to POST.

Able to perform SSA on Azure Windows instance. I don't have access to customer environment.
