Description of problem:
libev exists in rhel-7-server-extras-rpms, thus is not allowed in EPEL7.

# yum list --showduplicates libev
Loaded plugins: langpacks, product-id, search-disabled-repos, subscription-manager
Available Packages

libev.x86_64                 4.15-4.el7                  rhel-7-server-extras-rpms
