Due to taxonomy changes in 6.3, templates without any taxonomy are no longer visible. Users after upgrade won't see them anymore in the UI.

According to Marek, the solution for ReX is to explicitly associate with all Orgs/Locs during migration:

VERIFIED.

by this manual reproducer: 

1. On Sat 6.2 disassociate the chosen job template with all orgs/locs

2. Upgrade to 6.3

3. Check if the job template is visible at UI with "Any Context" set
