Description of problem:t
cpuspeed init script's configuration file should be placed in /etc/sysconfig, to
be in sync with other configuration files of init scripts.  Currently it reads
/etc/cpuspeed.conf

Fedora Core 3 is now maintained by the Fedora Legacy project for security
updates only. If this problem is a security issue, please reopen and
reassign to the Fedora Legacy product. If it is not a security issue and
hasn't been resolved in the current FC5 updates or in the FC6 test
release, reopen and change the version to match.

Still the same in FC5 updates.  Dave, feel free to WONTFIX.

I won't do it for currently released distros, but I'll get around to it for
rawhide at some point.  There are more urgent things however.
