Description of problem:

C&U data can't be fetched for cloud providers in 5.9.0.12 since 'Collect for All Clusters' option is not available anymore in the C&U collection tab on the Settings page.See attached screen shots from 5.9.0.12 and 5.9.0.11.

Collect for All Clusters must be checked to be able to collect C & U data from Cloud providers.

Steps to Reproduce:
-------------------
1.Manage any cloud provider.Enable the C&U server roles
2.On the Settings page, go to the C&U collection tab, try to enable 'Collect for all clusters'


Actual results:
---------------
'Collect for All Clusters' option is not available anymore in the C&U collection tab on the Settings page.Hence, C&U data can't be fetched for cloud providers.


Expected results:
----------------
The 'Collect for All Clusters' option should be available.

Workaround- 

1)Add an infra provider with clusters before adding a cloud provider.Once the infra provider is added, make sure ‘Collect for all clusters’ is enabled.

or 

2)Enable collection for all clusters through Rails command.
