Description of problem:
The pkgconfig files are missing in the devel package

Version-Release number of selected component (if applicable):
heimdal-devel-7.4.0-1.el7.x86_64

Please add it, so that pkgconfig(heimdal-gssapi) can be used in spec files.

Same for Fedora 27 ... missing in fedora as well.

I believe resolving this will require moving some files around to follow packaging guidelines and customs.
