Description of problem:
Having the wrong error messages makes it very difficult to work out what is wrong with the command entered.

How reproducible:
Always

Steps to Reproduce:
1. ipvsadm --start-daemon master --syncid 1 --mcast-interface NOSUCHINTERFACE

Actual results:
Error message "Too many links"

Expected results:
Error message "No such device"

Additional info:
This bug has been resolved upstream with commit https://git.kernel.org/pub/scm/utils/kernel/ipvsadm/ipvsadm.git/commit/?id=f8cff0808a24b1dd141e86cc8039108aa1763071

The problem applies to F27 and Rawhide as well.
