Description of problem:
Previously, the pixman source was bundled with QEMU, which allowed building a minimal static binary easily.  The bundled pixman source was dropped since QEMU 2.11.0 in favor of requiring system libraries.

Steps to Reproduce:
1. # Enter a QEMU 2.11 source tree with pixman-devel installed
2. ./configure --static
3. make -j$(nproc) all

Actual results:
/usr/bin/ld: cannot find -lpixman-1
collect2: error: ld returned 1 exit status

Expected results:
A static QEMU binary is produced

Additional info:
I am aware that Fedora discourages static libraries, but in this case, Fedora has a static package for every other library that a minimal static QEMU requires (glib2, glibc, libstdc++, ncurses, pcre, and zlib).  Since pixman doesn't really have any dependencies, it should be straightforward to build a static package for it, and this would greatly simplify the build process on Fedora for anyone who wants to be able to start VMs from a tiny userspace.

This message is a reminder that Fedora 29 is nearing its end of life.
Fedora will stop maintaining and issuing updates for Fedora 29 on 2019-11-26.
It is Fedora's policy to close all bug reports from releases that are no longer
maintained. At that time this bug will be closed as EOL if it remains open with a
Fedora 'version' of '29'.

Package Maintainer: If you wish for this bug to remain open because you
plan to fix it in a currently maintained version, simply change the 'version' 
to a later Fedora version.

more recent Fedora release includes newer upstream software that fixes 
bugs or makes them obsolete.

This request has been ignored for so long that the configuration flag needs to be added for a different build system now.
