Doc Text:	Previously, switching tabs in the web console page for a pipeline build config could cause some content on the page to reload, causing a brief flicker. The performance of tab switching on the pipeline page has been improved.	Story Points:	---

Should keep tab headers when loading details for Pipeline BC

Steps to Reproduce:
1.Create Jenkins Pipeline BC
$ oc create -f https://raw.githubusercontent.com/openshift/origin/master/examples/jenkins/jenkins-ephemeral-template.json
$ oc new-app -f https://raw.githubusercontent.com/openshift/origin/master/examples/jenkins/pipeline/samplepipeline.yaml 
2.Go to Builds -> Pipeline -> sample-pipeline page
3.Switch between History, Configuration, Events tab

Actual results:
3.When loading info for each tab, tab header disappears as well as the labels

Expected results:
3. Should always show tab header even loading

Checked on openshift v3.9.0-0.19.0

Switching between pipelines tabs will not cause reload entire page. Move to VERIFIED
