Description of problem:

"Promote" option from the dropdown list (next to Promote button) for the CV version does not work

Satellite v 6.3 Beta

How reproducible:
Always

Steps to Reproduce:
1. Create and publish one CV 
2. For the version 1.0 in the Actions column, we can see "Promote" button and the drop-down arrow 
3. When we click on the drop-down arrow and click on "Promote" it does not promote the CV. 

Expected results:
- Since we have a button to Promote the CV, maybe we need to hide the "Promote" option from the drop-down list.
- If we plan to keep the option then we need to fix it so it will promote the CV.

Moving this bug to POST for triage into Satellite 6 since the upstream issue http://projects.theforeman.org/issues/23148 has been resolved.
