Reconfigure request for Cloud Vm needs to be manually approved.

1. Select a Cloud Vm
2. Select Configuration, Reconfigure this instance
3. Choose flavor and submit

Actual results:
Request stays in Pending Apporval

Expected results:
Request should be auto-approved
