numpy-1.13.3-4.fc27 has been submitted as an update to Fedora 27. https://bodhi.fedoraproject.org/updates/FEDORA-2018-af98e5baae

Perhaps, there was a bit of misunderstanding. I meant to the NumPy documentation provided by https://docs.scipy.org/doc/numpy/ or the NumPy reference https://docs.scipy.org/doc/numpy/reference/index.html

Debian packages the second one in their package https://packages.debian.org/stretch/python-numpy-doc

The doc provided within the Fedora python3-numpy package however only provides the file "THANKS.txt".

1.13.3-4 should address this.
