Description of problem:
New/Edit network - Labels drop down list is gone

We have a new regression in the new/edit logical network dialog, possibly caused by the fix for BZ 1530675. 

If you have labels in the system, we can't see them on the 'Network Label' field. The drop down list to choose label is gone/missing now.

4.2.1-0.2.el7

How reproducible:
100%

Steps to Reproduce:
1. Create few labels in the system
2. Create or edit network and try to choose/assign an exist label from the drop down list.

Actual results:
There is no drop down list any more to choose from. I need to write the label's name manually.

Expected results:
There should be a drop down list to choose from in the 'Network Label' field.

This bugzilla is included in oVirt 4.2.1 release, published on Feb 12th 2018.

Since the problem described in this bug report should be
resolved in oVirt 4.2.1 release, it has been closed with a resolution of CURRENT RELEASE.
