pulp-manage db virtualenv permission error

Description of problem:
satellite-installer/pulp-manage-db fails if python pypi package is installed

Version-Release number of selected component (if applicable):
Satellite 6.3 beta
satellite-6.3.0-21.0.beta.el7sat.noarch

How reproducible:
Always

Steps to Reproduce:
1. Install python pip (python2pip) and python virtualenv (pip install virtualenv) in a latest blank rhel 7.x server
2. Now attempt to install Satellite

Actual results:
pulp-manage-db step of satellite-installer failed (see screenshot)

Expected results:
Either fix this permission error in virtualenv or stop installation if pip/virtualenv is installed

Additional info:
Workaround: Remove virtualenv using pip and then uninstall pip (python2pip).

The Satellite Team is attempting to provide an accurate backlog of bugzilla requests which we feel will be resolved in the next few releases. We do not believe this bugzilla will meet that criteria, and have plans to close it out in 1 month. This is not a reflection on the validity of the request, but a reflection of the many priorities for the product. We have evaluated this request, and while we recognize that it is a valid request, we do not expect this to be implemented in the product in the foreseeable future.
