Description of problem:
When CFME connected to a RHV provider, and the RHV provider is removed,
The UP hosts of the RHV provider, turn into "Archived" Status.
However, the Archived hosts summary page, show Power State: "On",
and also under the "Running hosts" filter, 
those Archived hosts are displayed.

Expected results:
Archived hosts should not have status UP/considered to be Running hosts.

Additional info:
This was found or RHV provider, but not necessarily specific to RHV.

This is the same for all providers as well as for hosts and virtual machines.  We don't change the previous power state when disconnecting vms/templates so the power state represents what it was when we were last connected.
