This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.
Description of problem:
Satellite cannot handle concurrent registration of 250 hosts as stated in appendix A of the installation guide. Currently allowed only 49 after adding a random delay of 60 seconds.

Hey Brad,
Looks like the case the issue was derived off of has been resolved for the most part and bug 1490019 has apparently worked through the issue as well. This bug could possibly be closed in favor of 1490019.

This has been fixed in more recent Satellite version.
