Description of problem:
There is no event in the category Deletion/Removal on Vsphere6

Version-Release number of selected component (if applicable):
5.9.0.16.20180109204148_7ac9852

How reproducible:

Always
Steps to Reproduce:
1. Setup a provider vsphere6 and create a vm on it
2. Delete the VM 
3. check the VM's timeline, cateogory Deleltion/Removal

Actual results:
No event appears

Expected results:
Should see event VmRemovedEvent

Additional info:

Works on Vpshere65-nested, VmRemovedEvent appears!

This should have been fixed by https://github.com/ManageIQ/manageiq/pull/16907
Event linking to disconnected VMs was very timing dependent and often the VmRemovedEvent wouldn't be processed in time
