Does it boot if you add nopti to the kernel command line?

I put nopti at the very end of the linux boot command, and hit Ctl-X to complete the boot. The boot still hangs at the same place.

I am seeing similar issue on Fedora 27. The only difference is that the screen starts flashing (same messages, though). I am unable to do anything at this point except ctl-alt-del. It does recognize the key combo and reboots the machine. As in original info, booting to 4.14.8 works. (4.14.11 and 4.14.13 fail)
