Description of problem:
When pressing the RHV Admin UI button, 
it will open a new tab in the browser, only if the CFME IP is allowed to do so.
Please add a tool tip, to indicate that,
or a note on that aside the button.

Hello, we see it as significant usability issue as many users and browsers use pop up blockers and even special plug-ins to block such pop ups as it is a common way used in commercials - poping up commercial tab.

When I was pressing the "Admin UI" button nothing was happening in my browser and I hardly noticed the small "pop up blocked" notification Firefox gave me. At the begin I was just assuming that the feature doesn't work. 

I suggest to use some techniques to avoid been blocked Or present clear user msg- "This Acton will POP up  additional tab on your browser - Make sure to disable any pop up blockers you have"

dajohnso Dave as we talked that this is more general issue relevant to all CFME are there and  Needs to have a common behaviour the product same as VM console, Open shift  similar button, SSUI similar button. So we should nake this bug and the solution  for it general. Moved the bug to CFME core
