Edit tag page doesn't open for subnets list opened from network details

How reproducible:
100%
Steps to Reproduce:
1. Add cloud provider
2. Navigate to Networks-> Networks
3. Open any provider network
4. Select Cloud Subnets in Relationship table
5. Select one subnet and try to open edit tags page
Actual results:
Edit tag page doesn't open
Expected results:
Edit tag should be opened

Fix editing Tags for Cloud Subnets
Fixes https://bugzilla.redhat.com/show_bug.cgi?id=1534915
Fix editing Tags for Cloud Subnets when going to Networks -> Networks,
choosing a network, selecting Cloud Subnets and selecting some Subnets
by checking the checkboxes in the list and clicking on Edit Tags under
Policy.
