Description of problem:
Disk_available_lease becomes negative when over-commit is enabled and available disk space is consumed by launching multiple VMs

1. Launch VMs to consume available disk space and exceed it

Expected results: disk_available_least should be positive 


Additional info:
If live-migration is performed, disk_available_least can be negative post-migration but not before it.
