Description of problem:
[UI] - Bug in some of the approve operation dialogs in the webadmin ui.

On latest build there is a bug in the text on all the approve operation dialogs in the system.

For example - 
'You haven&#39;t configured Power Management for this Host. Are you sure you want to continue?'

'Are you sure you want to synchronize all host&#39;s networks?'

The prefix '&#39;' is added instead of "'"

How reproducible:
100

Steps to Reproduce:
1. Open sync all networks dialog or edit host and move it to another cluster

Actual results:
The prefix '&#39;' is added instead of "'"
'Are you sure you want to synchronize all host&#39;s networks?'

Expected results:
'Are you sure you want to synchronize all host's networks?'

'You haven't configured Power Management for this Host. Are you sure you want to continue?'
