Install latest osp 122018-03-10.1

Env
python-proliantutils-2.4.0-3.el7ost.noarch

We don't have access to this hardware so our reason for verification as the following:
This fix was tested at a customer site and delivered in OSP-10, it has been VERIFIED and CLOSED.
https://bugzilla.redhat.com/show_bug.cgi?id=1460915

The same fix is in OSP-12. I have checked that the pkg is greater than or equal to Fixed In Versionfor the BZ.
[root@undercloud-0 usr]# rpm -qa | grep proliant
python-proliantutils-2.4.0-3.el7ost.noarch

I've also checked that the code in the fix for https://bugzilla.redhat.com/show_bug.cgi?id=1537724 i.e.
https://code.engineering.redhat.com/gerrit/#/c/128449/
is in the puddle installed on this system.
