lcgdm-1.10.0-2.fc28 fails to build in F28:

/usr/bin/ld: cannot find -lnsl

A difference between passing and failing build root is <https://apps.fedoraproject.org/koschei/build/3993894>. This is very probably caused by glibc unbundling nsl library to libnsl2. You miss libnsl2-devel now.

This bug appears to have been reported against 'rawhide' during the Fedora 28 development cycle.
Changing version to '28'.
