Description of problem:

The last stable of DPDK 16.11 is RC4. Our RHOS10 branch rhos10-rhel-7 is still using DPDK 16.11. We should probably update the branch.

Not sure whether it's duplicate of bug 1533872. That bz is related to OVS 2.6 which is shipped by the rhos10-rhel-7 branch, not the fast-datapath-rhel-7 one.

If I'm doing right starting to RHOS11 we ship packages from fast-datapath-rhel-7 but for RHOS10 we use rhos10-rhel-7. Is that makes sense?
