I've just got hit by this when updating notebook:

nothing provides python3.6dist(pyzmq) >= 17 needed by python3-notebook-5.5.0-1.fc28.noarch
nothing provides python2.7dist(pyzmq) >= 17 needed by python2-notebook-5.5.0-1.fc28.noarch

I'll prep a PR.
