Description of problem:
For OSP13 there are heat templates that setup InstanceHA which make it easier to update/upgrade to newer OSP versions.   Is it possible to have these heat templates backported to OSP10 so that the update/upgrade process could utilized this capability?

This feature is currently targeted, and so far on track, for OSP 13 in

to 12 _might_ be possible, but 10 and 11 have a fundamentally different architecture for IHA which at best would push us into more of a "re-implement from scratch" type situation.

Backport will not happen. Feature to be implemented in OSP 13 Long Life
