This tracker bug collects ELF linking issues identified in Fedora 28.

* Missing DT_NEEDED entries for system libraries which are actually used (e.g., calling dlsym without linking with -ldl).

* Interposition of symbols reserved by the implementation (e.g., redefining __assert_fail).
