I'm not sure that I understand that issue but it looks that this is not translated to Chinese at all? If that is the case then it is not a bug translation is done by the community.

This bug appears to have been reported against 'rawhide' during the Fedora 28 development cycle.
Changing version to '28'.

It looks like you are using previously Chinese installed system(/Disks) for this installation. provided screenshot is showing old installation.

Anaconda.log file has some information:

This become old bug now and better test for F30 and report a fresh bug.
