Description of problem:- The SUI does not allow selecting multiple items in a Service Dialog element with Multiselect enabled (was BZ# 1464603) - Not fixed . Not able to select multiple values .

Steps to Reproduce:
1. Create a dialog with multiselect enabled for element.
2. Create a catalog item and use the dialog above .
3. Order catalog item . 
4. Not able to select multiple values in dialog field.

We have a WIP PR on this one at the moment.  https://github.com/ManageIQ/ui-components/pull/240 .  Awaiting feedback.

I will have another PR that will follow for our integration in Service UI of this other PR above.

PR for changes in Service UI repo.  https://github.com/ManageIQ/manageiq-ui-service/pull/1379.  This one is dependent upon the UI components PR being merged first.
