How reproducible:
100%

Steps to Reproduce:
1. Navigate to Cloud Intel → Reports.
2. Click the Edit Report Menus folder.
3. Click the role whose menus you want to customize.
4. Click on Top Level to organize Folders or Click on the accordion name you want to organize 
5. Click moveToTop to move the folder to the top of the list
5. Click moveToBottom (Move selected folder to bottom) 
6. click Commit and save 

Actual results:
Unable to manage Report Menu Accordions and Folders

It should work

FIXED. Verified on 5.10.0.8.20180801220537_afb552b. It works fine once the page has been reloaded.
