Description of problem:
Just try to scratch-build any existing langpacks package from F26 or F27 or F28 branch.

Even the latest official attempt to build langpacks rawhide update failed with error as given in https://kojipkgs.fedoraproject.org//work/tasks/4401/24614401/build.log

Version-Release number of selected component (if applicable):
libappstream-glib-0.7.5-1.fc27.x86_64

How reproducible:
always on F26+ releases

Steps to Reproduce:
1.appstream-util split-appstream <appdata file>

Actual results:
old builds are not reproducible due to updated libappstream-glib from 0.7.0 to 0.7.5 release

Expected results:
appstream-util split-appstream should work fine as it worked before.
