Description of problem:
When running /sbin/rysyslogd, I get the error:
rsyslogd: imjournal: open on state file `/var/lib/rsyslog/imjournal.state' failed  [v8.32.0 try http://www.rsyslog.com/e/2013 ]

Version-Release number of selected component (if applicable):
rsyslog-8.32.0-1.fc27.x86_64

How reproducible:
Always

Steps to Reproduce:
1.  install rsyslog in updated fedora 27 docker image
2.  docker exec -it <container name> bash
3.  /sbin/rsyslogd

Actual results:
Error

Expected results:
No Error

Additional info:
Host system is up to date f27

Oh, I should note that the file in question is not present.

This needs to be fixed upstream first, in the meantime easy workaround is to simply restart rsyslog for the first time after install, it will work afterwards.

Upstream PR has been merged, I will solve this with 8.37.0 rebase.
