Description of problem:
glibc-headers (or any other glibc-*) no longer contains at least /usr/includes/rpc/rpc.h, and maybe more headers, leading to build failures.

glibc-2.27-2.fc28

This seems like a regression of #704926 at first glance.

One build that has failed due to this would be https://koji.fedoraproject.org/koji/taskinfo?taskID=24914746 .
I can still find a ./include/rpc/rpc.h in the glibc source package (post-fedpkg-prep) and I did not find any release notes for glibc2 2.27 that say this has been deprecated.

Also, the glibc2.27 F28 change says "The library is backwards compatible with the version of glibc that was shipped in Fedora 27.".
