Description of problem:
I tried downloading a file using Gftp in a root-owned directory on the remote server.  The file was root-owned with permssions 644.  I was logged in as regular user.  I could not download the file.

This isn't a security update and so is outside of the scope of Fedora Legacy. If
you have this problem with current or devel FC, please reopen and change the
product and version. Thanks.
