The cli option is indeed available in the RHGS image for CNS 3.9. 

sh-4.2# gluster-block  create 
Inadequate arguments for create:
gluster-block create <volname/blockname> [ha <count>] [auth <enable|disable>] [prealloc <full|no>] <HOST1[,HOST2,...]> <size> [--json*]
sh-4.2# rpm -qa | grep 'block'
gluster-block-0.2.1-14.1.el7rhgs.x86_64
