Description of problem:
Chromium startup notification is disabled in original chromium.desktop.

Fedora ships a chromium-browser.desktop that enable it but it's broken as not supported by Chromium Browser.

This bug appears to have been reported against 'rawhide' during the Fedora 28 development cycle.
Changing version to '28'.

It only works if using system titlebar but it's not the default Chromium behaviour.
