Description of problem:

docker and docker-latest currently use the same version (1.13.1). docker-latest isn't being worked on anymore and further version updates will be in the moby-engine package (review ongoing).

docker-latest can be retired and we could just have docker Provides: docker-latest.

This bug appears to have been reported against 'rawhide' during the Fedora 28 development cycle.
