Description of problem:
oowriter crashes with a:

terminate called after throwing an instance of 'com::sun::star::uno::RuntimeException'

message when I click "New submission" in an xml forms document.

How reproducible:
Always

Steps to Reproduce:
1. Load oowriter
2. Go to New> XML Form Document
3. From the right panel, choose either "Submissions" or "Bindings"
4. Click the icon containing the white box with a green cross (e.g. "New submission")
5. Crash!
