Tracking bug mostly to highlight that OpenColorIO is now built in boostrap mode, to disable docs and tests on f28+ (workaround texlive bug #1546964)

I have F28 and F29 builds with the docs re-enabled running now.

For some reason the cmake option still got set to OFF for docs... I'll take care of it.

Done. 1.1.0-6.fc28 and 1.1.0-6.fc29 builds have docs.
