python-hug has broken dependencies in the rawhide tree:
On x86_64:
python3-hug-2.3.0-4.fc28.x86_64 requires python3-falcon = 0:1.3.0
On armhfp:
python3-hug-2.3.0-4.fc28.armv7hl requires python3-falcon = 0:1.3.0
On ppc64le:
python3-hug-2.3.0-4.fc28.ppc64le requires python3-falcon = 0:1.3.0
On aarch64:
python3-hug-2.3.0-4.fc28.aarch64 requires python3-falcon = 0:1.3.0
On ppc64:
python3-hug-2.3.0-4.fc28.ppc64 requires python3-falcon = 0:1.3.0
On s390x:
python3-hug-2.3.0-4.fc28.s390x requires python3-falcon = 0:1.3.0
On i386:

This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle.
Changing version to '29'.
