Code has landed been included. 
#[*rpc_response_timeout*]
#(optional) Seconds to wait for a response from a call
# Defaults to $::os_service_default
rpc

Also cinder.conf
# Seconds to wait for a response from a call. (integer value)
#rpc_response_timeout = 60
